NOx emissions according to RIVM

This morning I stumbled upon this interactive map: https://waqi.info/

Notice the NOx concentrations are high in big cities, very low in Farmers land:

Also interesting to see that the source is RIVM.
I am confused. Why is RIVM using models with assumptions when the report to government?
Why don’t they just show the Real Thing?

NASA Factual Observations on NOx

Here in The Netherlands, farmers are assumed to cause 60+% of NOx emissions.
Government institutes (RIVM, TNO) do not measure, they calculate using proprietary models with mainly assumptions.

So who observes the factual, acual situation? NASA does.

CBS and RIVM about NOx Emission from Aviation

Factual evidence versus government assumptions.
CBS (Dutch government bureau of statistics) has a very high reputation when it comes to fact sheets.
RIVM is a Dutch government health institute.

CBS published their report on NOx contribution by the various sectors of transportation.
Regarding Air traffic, they ONLY CONSIDER TAXI, START AND LANDING.
RIVM does the same with their NOx models.

Now consider these two screenshots I took (06-oct-2019 10:32) from Plane Finder, and draw only one conclusion: TRUE OR FALSE?
